FOUND THE PROBLEM
when i pulled out the outer half shaft on the passanger side. where the 4x4 actuater is at. well the coller that conects the two shafts together must have sliped down a hair. so when i was wiggleing the axle around to get it in place, the vacume motor rod got bent just a hair. so it was in 4x4 because the front axle shaft spun when the tires were off the ground. and it was unable to pull it back into 2x4. so to SAVE YOUR SELF MAKE SURE YOU HAVE THE TRUCK IN 4X4 BEFORE YOU REMOVE THE HALF SHAFT ON THE PASSANGER SIDE. because then the coller will be held in place by the other side hope this helps some one so you dont have to replace the vacume motor 300.00 at dodge or 57.00 at Advanced auto

Hope you didn't already buy it, there's a way better option available.

Dodge Front Axle & Steering

Scroll down to the Axle Shift Kit. Better quality then factory OEM.

There is also cable controlled shifters that give more positive lock then the factory shifter does. for about the same price as the one above.

Had to look at your last post again. Sorry I saw the dealer price and freaked out, never even read past that to see that you went to Advance.

The cable version works the same way as your vac system does but it run's a cable similar to a choke cable into the cab of your truck that your use to lock the front end in. The advantage to this is that it gives you the option of puting your 4wd selector into low gear and not engaging the front axle so that you have a 2WD option. Works great with trailers and backing in tight spaces.

Wow that cable set up sounds really neat. I'll go with that if this cheep pump goes out. any time i can make it stronger and simpler i will and a hand cable sounds better than any dam vacuum lines and air pumps

All kinds of shops sell them, even Jeggs and Summit both have em. They are right around the $160 mark.

so do the hubs unlock or lock? is it just the actuator in the axle that slides to lock?
