wait to start light will not go off..No starting

have a1999 dodge 3500 dually with cummins. the wts light will not turn off. it turns over but does not start. keep it plugged in at nite in cold weather.replaced relay,transfer pump batteries cables.top of motor warm but light stays on an it wont start. just rolls over. please help
