fuel pump problems

so I have a 98.5 24v 2nd gen in my shop right now that a customer brought in with fuel system issues. the truck would barely start at first and I guess the customer had come to the conclusion that it was a in tank fuel pump problem before he brought it in. he brought a new itp and wanted us to put it in. we did. the original was running but weakly and sounded like garbage. after we put the new pump in it ran for a couple times and we had pressure now when we bump the starter we hear the lift pump running but not the new itp. my first thought was a power issue to the pump but ive xd that out for the reason that the float reads on the gas gauge meaning it has power to the pump im guessing. its been an extreme headache trying to figure out why this bad boy wont turn on and get fuel to the LP. ive checked all fuses and fusible links and the system relay, they are fine. hooked up my scanner and no codes read out. pulled out the LP and ran some diesel through it to see if it had good volume and it does. so I have no remaining theories to test and cant figure out why the new ITP wont turn on. does anyone have any ideas what might cause this and how to remedy the situation? :scare2:

Did it have a ITP? or was it on the side of the block? If it is on the side of the block then there is not reason for an intank pump. And if there isnt any power ran back for the pump it wont turn on.
