Hey,This is a friends truck and we are not diesel mechanics, but anyway here is the problem
He started the truck in october 2013 to warm up, came out when it died and it has not run sense 512 2014, he changed the ecm, and what ever is in fuel tank,one parts place says its a pomp the other says it is not he called me ,i have a stock 98 1/2 dodge i took plug out of top of filter no fuel,bumped no fuel ,could hear stock pump running ,no fuel ,changed lift pump it started running ,no fuel bumped 5-6 times got fuel cracked injectors fired ,ran about one min died ,bumped pump dident come on,waited 4-5 min bumped pump came on ,bumped 4-5 primed filter started ,ran about one min died can anyone help?

Took pump back ,changed venders different brand same thing,took inlet to lift pump off blew air through line ,bumped key fuel shot out of top of filter replaced plug primed ran for 2 min.
do 1999 have an in tank fuel pump also ,stock truck,if so if the in tank pump is not getting power it wont run and lift pump could not pump fuel through line,where is relay for in tank pump.

Do you have enough fuel in tank. Have you changed your fuel filter and drained the water from your fuel filter if so I would look for a new FASS lift pump.
