2002 cummins dead pedal

Hey there, I have an 02 cummins with dead pedal. I replaced the lift pump a couple thousand miles ago and am getting plenty of volume and pressure at the ip. The truck throws the p0216 code but only after the dead pedal symptoms. I get the symptoms when the truck is cold or when driving at a constant 1600 rpms, 60 mph. Letting off the pedal will fix it. I know all signs point to the vp44 but it doesn't seem to be a mechanical problem to me. I can get the rpms up when I have the issue but there is a huge lack of power. Also there seems to be a mis in the timing until the truck warms up. Has anyone else had this problem that was not the vp? Any advice would be huge. Also just reset the apps.

p0216 can be a dead pump, or just a timing problem

1) get some diesel clean and put it in your tank (if you have fuel contamination it can cause the internals to stick and retard the timing)
2) check lift pump pressure (low lift pump pressure can also throw timing off as the VP44 is designed to be fed fuel)

3) if that does not work call us for a new pump.
