91 IC CTD 12V Fueling problems

First off im new to the forum so if im lacking information let me know and like most peple on forum my spelling and grammar is not the best. Ok, so Im driving along doing 65 on the freeway and all of the sudden the motor starts acting like its starving for fuel,i take my foot of the gas and then reaply and its running fine. It did this a three to four times, so when I got home like any 1st gen owner or diesel for that matter should I grab one of my 20 new fuel filters i have stockpiled for the Apocalypse and file it with lucas injector cleaner. It starts right up. I drive it around for about 5 miles up to 65mph all is well. So i drive to work today 26 miles to be exact and it runs like a dream. On the way home however it dies twice while im on the highway going 60 to 65mph. After the first time it died I switch over to my other tank and off i went until it died again. Both times it died I it would start right away had to wait about 10 minutes, it would crank but wouldnt turn all the way over. So far all i have done was change the filter and check the pressure which is good. When i emptied the old filter there was no noticeable signs of debris. Could it be my solenoid? injectors? pump? I guess it could be any one of those but can someone point me in a direction because injectors and pump can get pricey.
