So would 30-32 psi be to much or would it be ok?

nope i am running right around 50psi.

With a new spring, close to that but 15 years old that's a different story.

how do you get the spring out of the FOV if it doesnt have extra bolt on top?

I took my spring out and stretched it then it started makeing this ticking sound from the injector pump so I took it back out and squeezed it a couple time with my fingers and put it back in and no more ticking so I was wondering what would make it do that?

Just pulses from the lift pump, stretching the spring increased seat pressure which means more fuel pressure. More pressure would lead to more violent actions of the check balls.
