P7100 Governing Arm, Rack Travel Help...

I currently have my fuel pump off the engine, while its off I'm installing the 2095 Rack Plug, AFC Springs and doing some mods to it. I was looking down into where the fuel plate sits, (mines removed) as I move the throttle linkage, I can see the governer arm progressing forward, but about the last 20% of the throttle linkage moving the arm retreats...
I noticed if I move the throttle linkage real slow it tends to stay in the last 20% instead of retreating, and if I unscrew the stock rack plug (for demonstration as if the 2095 Plug was installed) the governer arm didn't retreat, or going slowly, it didn't stop as soon.

So my question is, Is this normal, does having the pump running and with boost going to the AFC change the movement, or is something inside the pump loose?? :humm:

Yea I found some videos and in them the pumps do the same thing. So it seems normal unless all these pump have a problem :lol88:
