Diesel Bombers - stuck at 25

Hey guys my uncle just got a 96 with the 47RE and it has been rebuilt with all billet parts and a new tc (not sure on brand). He called my pops today and said when he is driving the truck normal it drives normal till it gets to 25mph and gets stuck there. I guess the rpms go up some but it won't go any faster unless he stands on it then it will shift and drive normal. Any ideas on where to start. I was think maybe a shift solenoid or pressure gov but not sure what symptoms would be. Thanks for any help!!

Im not very knowledge-able about auto's but im just throwing this out there. Maybe itll lead to something. Have you tried to adjust the throttle cable?

Thanks for the heads up usmc0311, I told him to check out the throttle cable and turns out the linkage itself was binding up. He ordered the parts to replace it but looks like that was the problem!! :c:
