98 12 valve main bolts keep turning
 
Rebuilding this 12 valve, got new bolts from Cummins and several of them keep turning and won't come to final torque of 130. Started at 44, then 88, and a couple went to 130 but others keep turning. Does this mean they're stretching? The book says to go to 130 with no additional 90 degrees mentioned. The bolt heads have a T + 90 on them so what torque do I stop at? Have I damaged the ones that have kept turning? Probably 180 degrees past 88 ft lbs while looking for 130. Torque wrench is a Snapon that just came from calibration. It repeats good torques when I get them.

I've found 4 sources including a 12 valve cummins manual pdf and a reputable YouTube diesel mechanic that call for torque sequence of 44, 88, 130 ft lbs, but after more searching I've found 2 sources calling for 90 degrees past 66 ft lbs which makes sense for the bolt heads having that t + 90 mark on them. Did cummins change main cap bolts at some point for the 12 valve??
