the hx40 is the turbo so that has noting to do with fuel use.
i'm wondering if there is a blockage in one of the fuel lines.

If losing prime in a '96, your fuel lines are probably old, oxidized and cracky. Allows air bubbles

DON NOT USE A SUMP !!!!!!! .... here in Washington if they climb under your truck .. You will be towed .. Its Illegal and not necessarry for street trucks .. they sell products that will flow just fine up to 800 Hp ...

contact Larry B's ... Larryb - Dodge Fuel System parts - Dodge Diesel

just for starters .. if you need more parts feel free to call them .. they are Exeptionally helpful ..
