The truck is a 98 12v auto 4x4 2500. Ca emissions here are my plans. Going to remove egr and x over tube change the intake horn , but the cel light is going to stay on. I have seen the diagram for the egr fix I have read it and some what understand it , but I'd like to go one step farther and change the PCM over to fed emissions so the cel light does not kick on and I can put the stock crap when it's time to smog. I really don't care if the egr valve is operational as long as I can pass a visual

So the question is. Putting a federal emission PCM to remove the egr code a smart thing.
And when the smog station hooks up the odb2 what will it tell the computer If there are no codes stored you be ok rite? Thanks guys

Not quite that easy lol sorry.
from my experiences the VIN will determine what components are required, you could have the pcm re flashed to your Vin which will cover one issue but the state likely mandates which monitors are required, if the truck is a CA emissions truck the Vin will indicate the egr monitor should be active. If the egr monitor is required the fed pcm will show n/a under that monitor. If it's anything like North Carolina that would equate to a fail.
It may not turn out that way, and may never cause a problem one but it's something worth taking into account.

Pulled the cross over tube and egr, put a vac cap over the vac line on the fire wall an unpluged the sensor yesterday ,cleared out the p0401 Started and ram for a few mins. Then I pulled a p0403 code cleared that plugged the sensor back in ran again for a few. Checked codes nothing. So I went for a beer run a quick 20 min drive and it does runs A little better and no codes

register your truck somewhere where smog test isn't needed .... I did that ...
