Pac brake-vaccum actuated exhaust brake.

So traced my problem with this exhaust brake to the actuator/solenoid. It has power and a good ground. How would one going about testing to see if it is in working condition or does anyone suggest pulling it completely apart and cleaning it or just calling pac brake for a new one.
