It's possable you can just use a paperclip put in the plug.
and check to see if your fuel shutoff solinoid is up.

This...(looking on the driver side, between the intake horn and brake reservoir)

It's on the driver side of the injection pump, toward the rear. A cylinder looking thing-a-ma-bob with a 3-wire pigtail coming out of the top. It's an electronic solenoid that has a "pull" and "hold" function for the fuel shutoff lever on the side of the pump. When you turn the ignition on, the lower amp "hold" function activates, but cannot physically pull the lever on the pump up. When you crank the starter, the higher amp "pull" function activates pulling the lever up, then letting the "hold" function do it's job once done cranking.

You can turn the ignition on and manually pull the lever up to activate the fuel supply in the pump, iirc. However, if you override the neutral safety switch then just have someone watch to make sure the solenoid pulls the lever up when cranking. As to overriding the switch, you'll have to isolate it on the transmission pigtail and make a jumper to ground it out, I believe....but I'm not familiar what wires it would be.

Are you saying it won't do anything when you turn the key? If so then I would say it's the neutral safety switch especially since you took the tranny out. Because that means it's not plugged in to the transmission to tell the switch it's in park.
