Default Ebay Seller Beware

Earlier this month I researched various sites to find a retailer who sells suspension and steering parts at a reasonable price. I found a few posts on an Ebay seller Accars2009 who sold parts for my 1996 12V Ram 3500. I received the parts from them and they are missing three of the key pieces to the steering rebuild kit they sell for $212 (including shipping). Now after three days of waiting for them to respond they tell me that they will give me a $15 partial refund; the missing parts will cost over $120 to buy even on Ebay. I had asked them if two of the missing parts were included before I ever bought because the parts were not in their picture of the item for sale. They quickly replied that the listing did in fact include the parts even though the picture did not illustate them. Based on this and my wanting to save a few bucks, I made the mistake of buying from these so-called sellers. I believe that the seller is knowingly deceiving peole and hoping most will not catch on or they will get "jacked around" long enough to just get frustrated and give up; NOT ME. In my opinion these Miami based sellers are as far from an honest and reliable seller as one can get. BEWARE and I hope you do not make the same mistake I did. I have also contacted their local law enforcement agencies for more info on these people.

Report him to ebay & ebay will refund you the money

I have contacted Ebay and American Express (even with Pay Pal, which is a joke; and Ebay guarantee) I always use American Express for on line payments. If I get screwed they go after them with a vengeance and I always get my money back. I have also contacted the FCC (because they are advertising and selling their crap on the internet) the FBI's cyber crimes task force and Homeland Security (these Miami based thugs may be funding terrorism by screwing Americans out of their money; that sure as **** is terrorism to me). I am a government contractor so my availability to federal contacts extends some distance so I am sure there are more agencies I will call to get these POS where they belong.

Fill out a report on that scammer, go to ic3 that's the FBI website

Update; found great on line seller who actually examined the parts they sent me to verify they were in fact the parts I ordered and were in new condition; World of Suspension on Ebay did a great job at a lesser price than the other place I bought a load of crap from. All parts are heavier than originals and have grease fittings on all joints/links. 4 calendar days from order to door. Only time will tell but so far so good. Am Ex has taken care of the problems with other seller.

So what is the problem exactly? If you used Paypal all you have to do is file a claim that you did NOT get what you paid for. They INSTANTANEOUSLY, pull the money from the sellers account until the case is resolved. If it is as you described it sounds like a slam dunk. Only problem with this is the BUYER is responsible for return shipping if you choose to return it for refund, though I've had Paypal pick up my shipping in the past.

If you paid with a credit card, it's just as simple, but far more complicated for the seller. I know this one first hand as I had a buyer Screw us with an un-necessary charge back that is going on nearly 4 or 5 months now because the buyer refuses to return the parts and he has our money as well...... As someone mentioned American Express, they're very "customer focused" and are the ones currently screwing me......

I just read this old thread which is unfortunately not correct. Pay pal has a few "secret"
ways out which they can and will exercise. When using pay pal, if you do not specify "an
item purchase" as oposed to sending money to another pay pal memeber(which is often requested by ebay sellers)there is no responsibilty for insuring the delivery or quality of the purchase by pay-pal. The second "ace in the hole for pay-pal is, they actually only guarantee they safe transfer of funds between two parties which is esentially true, as a result your credit card issuer cannot legally reverse the transaction because thats the limit of pay pals responsibilty for what happened. Both ebay and pay-pal will opt out of there "guarantee" responsibilities depending upon the size of there loss, believe me i know for sure and i can prove, at length, and without a doubt the truth of what i am relating. Large purchases are taken completly at your own risk, neither company will
support you if they stand to lose big. I have been burned twice despite the clear fact that both companies clearly were responsible for protection against the fraud, once for
$4000 and once for $3500, i had authorization for $20000 purchases at the time, i now no longer make purchases that exceed the classic rule which applies to money lending:
never lend more than you can afford to lose. So never spend more on ebay than you can afford to lose. You've now been adequently warned, if enough people realize and act acordingly, ebay will finally police their site and protect honest people from the fraud which ebay allows to takes place. If the things that happen on ebay happened in your own comunity, the people responsible could be prosecuted in court.

What your saying may have some validity but it has very little to do with the original post. You're describing a scenario of sending money to somebody with no specific item or service attached to it. Where as the poster purchased a specific item. I've been on both ends of the spectrum with with Paypal, ebay and credit cards and the underlying consumer rules and laws are pretty consistent so long as YOU UNDERSTAND your rights and recourse.

Bottom line, if you purchase a BRAND NEW "red wagon" from ebay, its implied that you will receive a brand new red wagon. If you receive a blue wagon with 3 wheels there is a problem. Therefore you can get an immediate refund from either paypal, ebay or your credit card (once you return the broken "blue wagon" that is.

If you're buying something from anyone else that may not be openly sold ebay, all you have to do is have them invoice you for the specific item. i.e. using the red wagon scenario, they will send you an invoice outlining that YOUR payment is for a BRAND NEW RED WAGON. Since most people realize a red wagon should in fact be red and have 4 wheels, if you receive a BLUE WAGON with 3 WHEELS, you obviously didn't get what you paid for. Revert to previous instruction for getting your money back.

A couple things that I can share with 15+ years of credit cards, pay pay and ebay.
-Even if you're using paypal, it makes sense to use your credit card for payment. It gives you another level of security. If you don't get what you paid for, YOU GET YOUR MONEY BACK.....
-I won't ship internationally without a secured payment source. For me this is a wire transfer. Why? Because if you take a credit card from an international source, ship your item and then find out that the buyer used a stolen credit card, you're screwed..... Even if its a legal credit card the buyer can say he never received in that international tracking is sketchy. Either way you lose.....
-On that topic, SCAMS can happen domestically as well. A customer told me of a SCARY situation in which he sold someone a custom gold Apple watch valued at 700.00 or so. The buyer said he received the package but the watch was NOT in the box. This one is a bit more tricky and luckily we've not run into this. I would have challenged the box weight in that whatever the buyer said was in the box most likely would NOT have matched the shipping weight. There may b e away to package these items in front of a UPS / Fed EX rep for certification as well.
-If you have a Paypal account, NEVER leave excess funds in the account so that if you have a charge back or bogus complaint you don't get caught off-guard.
