Default fuel / water lever on van

hey folks , new here , but I've got an easy question . I picked up my '97 E-350 , 7.3 di turbo van several months ago but have not been able to find anyone that knows how to correctly drain the water out of a 7.3 fuel box on a van . the handle is right out next to the oil and trans dipsticks , my question is , do you pull out on the handle or do you turn it ? and how far ? I don't want to break it , I'm pretty fond of the big moose . but it did not have a owners manual with it when I got it . any help would be appreciated , thank you

Have you tried searching for an electronic version of the owners manual?
