Default Building a slip tank?

I'm wondering if anyone has built a slip tank out a truck tool box? I was thinking of welding dividers to stop the fuel from moving, 2 inches off the bottom with holes drilled in them. Then welding a plate with a hole in the tool box where it sits on the bed sides to inclose what would be the tank. Then i could put a spout where the hole is and use a removable hand pump to pump fuel. Where I am I need something that's concealed and can lock because people steal fuel all the time.

DOT regulations here say everything I want to do is ok, under 500G of fuel does not need to be double walled, and there is no transportation laws against it...

Just looking for advice on it and wondering if anyone has done it.
