Default NY Emissions and Diesel Conversions

So I've been looking into a Kubota swap into a ford ranger. There's lots of Rangers available cheap, but most are OBDII vehicles (1996+ model years).

If I re-title the vehicle as a diesel when I register it the law say it's exempt from Emissions. What I am confused about is are they still going to want to plug an OBDII vehicle (ie 1996+ truck) into the computer to check for codes? If I do the conversion it won't have a computer anymore!

I guess what I'm asking is should I just try to find a 1995 or older truck for the swap? most of them are in pretty rough shape around here, and I Find lots of 98,99,00 trucks for cheap.
