Default 2.3l Mitsubishi timing 1987 Ford Ranger

Recently I bought a 1987 Ford Ranger with a 2.3l Mitsubishi Turbo Diesel. Its been sitting in a field for four years but according to the previous owner it ran when parked. It turns over and seems to have good compression. I have pulled the motor and now have it on a stand and am in the process of getting it running. I have pulled the timing belt and balancing shaft belt and now am unsure of how to time it. I am worried because when I removed the timing belt the camshaft pulley would spin, but the valves would not move and I believe the timing marks are supposed to be on the pulley. I have since tightened the bolt and now the valves move as the pulley spins. I am guessing now though that it is all out of whack. So my question is how do you time it? Where are the timing marks and does the camshaft pulley being loose have any effect?
