I use firefox and it is definitely not working with that so I tried in internet explorer and it opens so the problem is specific to firefox.

nothing. it pulls up aq page with some weird code and that's it. it doesn't give the open or download.

Right click it and click "save as" option and try that... I'll report it again but its working on my end.

Also log out of the site and back in... Might be a cookie setting on your computer.
