haha i found our answer here https://www.dieselbombers.com/ford-p...tml#post666694 but the answer is ..... The Early-99 has one glow plug relay. The later 99-03 has one glow plug relay and one air intake heater relay side by side. Both relays are on the passenger side valve cover toward the front of the truck.

Glow plugs are under the valve covers just beside each injector. If you have some time, I would swap them since the guy gave you the glow plugs. Its good insurance. Make sure the guy gave you Motorcraft Glow plugs. Don't use autolites or any of that other crap, they swell up and make removal tough... For the GPR, a quick test is to jump it with a screwdriver across the two big terminals for 30 seconds, then jump in the truck really quick and try to start. If it starts better, The GPR is bad.
If you have a voltmeter, do some of the testing that shorty's link has...Let us know what the results are.

Front of truck, "left" side of the valley, 2 relays, front one is Intake heater relay, back one is the glow plug relay.
DO NOT short the terminals of the relay, great way to help destroy it.
Go to Harbor Freight and spend 3 - 4 bucks on that cheapy voltmeter that seems to be on sale all the time (has a ton of uses on your truck) set it to the 20V DC setting, put the black lead to the negative of the battery, use the red to probe the 2 larger lugs on the relay, one should have 12V with the key off, go to the other one that has no power with key off, have your buddy turn on the key, if that lug doesn't now go to ~12v your relay is crap.
