Default Truck won't turn over

I have a 2003 f350 with a 7.3. When trying to start it just clicks, It does start once in awhile. The starter is good, had a new wiring harness put in from the battery's to the starter, replaced the safety neutral switch, the relay clicks running in circles. Anybody have any input? Thanks

What's the voltage? They are very picky about how many volts they need.

03 with a 7.3l? okay, check the starter sylinoid make sure you have voltage at the side closest to the battery and when starting it you have voltage on the other side.

Yes I tried that too. I took it in to the shop they are working on it, They say it's the starter, I have add it out 4 times and checked it and it was good. We will see what they come up with. Thanks for all the advice.
