1995 to 2000 motorswap-loss of power

I recently swapped a 2000 7.3 powerstroke in to my 1995 f-350, which originally had a 7.3. Im currently using 1995 PCM and the ICM from the 95, because with the 2000 PCM and ICM, the truck will not run. The truck runs but has no power. Please help!! Thanks so much, Ken
