Default 1997 Dodge Ram 2500 5.9 turbo diesel has power lost

I have recently bought 1997 Dodge Ram 2500 5.9 (12v)turbo diesel. was told when I bought it that the transmission was bad so I had it rebuilt,, but its still doing the same thing,,what it is doing is it really lacking in power,, does not go over 55mph, when you put it in drive it starts to move and then feels like it jams up and goes striate in to third gear at take off,, does not shift down,,plus like I said it doesn't feel like the power is there. I have change the filter and clean the pickup screen in the fuel heat pump. I look for a fuel leak. I read that sometimes something will go out and put the truck in a limp home mode, that is what I believe is wrong, but I don't know what is causing it. there are no codes. the RPM gauge doesn't work,, the truck doesn't have a muffler or tail pipe yet. I have plan to put new on but wont to fix the power lost first..I have read the the lift pump can cause my problem but also pressure regulator, turbo, injector pump,, but really don't wont to waste money on fixing the wrong thing. if anyone have any idea on what it could be or how to find out what is wrong I would deeply be thankful. is driving me crazy

I change the lift pump yesterday, but that didn't fix my problem,, I am thinking maybe its the turbo unit or possible the pcm(computer) anyone no how to test the turbo unit? my reason for thinking computer is bad is because I would think there would be codes for its problem.. any ideas out there?

This may sound crazy but check all your grounds to the block, clean them up, if need be add another one from the battery to somwhere on the block, computer won't read correctly if the grounds r bad,

Clean all grounds today and add one from each battier to engine block and still no difference. Thamks for advice though,,any other ideals

I also tried umplugging the pcm while it was running thinking it would die and the check light would come on,,but nothing happen. It just Tykept running and now check engine light either,,really wierd

Governer springs r weak or over flow valve, other then that idk??

thanks I will check them out tomorrow,, where is the over flow valve located at and what is a good way to test it and the governor spring is on the transmission right

Engine side of the pump about even with the first delivery valve. It looks like a banjo fitting. The steel line from it goes to the rear and connects to a hose behind the fuel filter. U can put a gauge on it, I believe u can use a 1/8 np thread, don't quote me on that, it's a metric fitting I've just heard of people doing that.
Idle pressure should be 20psi
2200rmps should be no less then 27psi

you can just stretch it for testing purposes and if that works buy a new one

How do you axcess the governor spring if its inside the pump,,and thanks for your help

If u search in the cummins tech articles or just normal search there should be a post on it somewhere, its hard to explain (for me anyway) how to get to it, but its by ur fuel solinode,

ok got a fuel pressure kit today and it has 0 pressure at idle and 15 at around 2500 rpm,, has to guess rpm because the rpm gauge doesn't work,, also the needle on the pressure tester was bouncing back and forth rather quickly,, I have look for any kinks and there is none,,, any ideals,,I have already replace the lift pump a few days ago.I have the tester on the the banjo bolt on top of the fuel filter on the line that goes into the injection pump,, put it there because that was the size banjo bolt adapter I had and that's where it would fit..plus does anyone now why my rpm gauge doesn't work or where it hooks on the engine
