From your post it seems that you are confused about the difference between the wastegate and the back pressure valve. The back pressure valve is operated by oil pressure but is controlled by a solenoid by the ECM. It sounds like you are having problems with the back pressure valve not the wastegate. If you had to you could disconnect the actuator rod from the back pressure valve and tie it open to stop the problem.

Thanks. I went to Advance Auto Parts today to see if I could by one, but the guy couldn't figure out how to pull it up on the computer. I think he is a newbie cause I have never seen him in there before. The one guy I normally deal with was off today. I did find some stuff on another forum that talked about cleaning it as well as Kazairl mentioning it, so I will try doing that to see if it helps. I did find one website that had one for sale and they wanted $112 for it. Also and I hadn't thought about it before, was going to International and just getting it through them as I have found that parts I can't get through the auto part store are a lot cheaper through them then Ford. For some reason Ford must think everything they make is solid gold. They tried to sell me the 4x4 locking hub O-ring seal for $22. Found one from the place our work gets O-rings from for like $2.

Also on that one other forum, one guy was trying to say this was a normal thing, but my truck did not do this when I originally bought it, so I beg to differ there. In fact one of the guys I work with use to own an older Powerstroke as well and for a while we carpooled when we were on the same crew and even he was wondering what the deal was the first time he heard my truck do that as well, since his had never done it either.
