97 cummins 5spd won't idle

I have a 97 cummins 5spd and just today I was driving down the road and when I went to coast to a stop it died. Now it will not start unless I hit the pedal and will not idle. I recently changed the fuel filter and have governor springs with the star wheel turned up. Any help would be greatly appreciated
