Default '83 B2200 Diesel - Turns, but no start - Possible injector pump fail?

Hi everyone, my truck won't start. It ran fine just prior to no start. It's a 1983 Mazda B2200 diesel. Perkins 2.2l, model number "S2" When I try to start it, sometimes I see little tiny wisps of white smoke out the exhaust, and I hear no combustion.

Checked glow plugs; they have continuity and .2 ohms each.
Moved on to check fuel. I unscrewed an injector, cranked the engine, and no fuel came out at all. Tried it with the other injectors, same result. Pressure guage shows nothing. Changing fuel filter tomorrow. Check engine light is off. Glow plug light comes on, and I hear it click as usual.

I only see one wire leading to the fuel injection pump, and it has 12.8v. Tomorrow I will check that it has a proper ground, and listen and feel for the fuel pump operating. I could really use some help here, I depend on this truck to make a living, don't have money to take it to a shop, and I don't know why the hell it suddenly won't start.

So I have some questions:

1. Could it be the fuel cut valve? I've got the manual here but it doesn't really tell me anything about how to troubleshoot the injector pump or fuel cut off solenoid.

2. If something inside of the fuel injector pump is broken, like a diaphragm, how screwed am I? I haven't been able to find parts or replacements online. Could I put on a generic injector pump?

3. Is there a lift pump? The manual only mentions this one injector pump, mounted on the side of the engine

4. How can I test the fuel pump other than what I did above?

Also:
-There's a wire which is showing bare wire and is a bit gnarled just right where it connects to the main oil filter. It didn't have power when I checked the connector with the key set to start, but I'll check again. Could this cause it to not start? Looks like it's the oil pressure switch.

Anything you've done recently:
Drove on a bumpy road, scraped/bumped the bottom a bit, but it ran fine after than until I shut it off at home.
Changed oil, oil filter, and bypass filter recently. Used oil filter chain wrench to tighten, dented the oil filter can a little tbh.

How is the truck primarily used: Used to be a farm truck. 112K miles. I've driven it for 2 years to work, from 2 miles there and back to 8 miles there and back, other than that just groceries. Battery is monitored and kept charged tho.

Problems in past:
A year ago the battery touched the hood intermittently. Welded the parking brake cable, burnt up the water temp wire, and burnt up the cable which goes from the sedimentor to glow plug relay #1. I replaced the wires and all was good. It makes me wonder if perhaps the sedimentor is malfunctioning, causing the fuel to be shut off by the fuel cut valve/fuel shut off solenoid.

Notes:
Lots of white smoke on cold startup
Injector pump make/model: Made by Diesel Kiki, model "VE"

Mods: No mods, well except it looks like the shutter valve is deleted; the hardware for it is gone and instead there's an oily tube that goes into the top of the head. I was wondering if it is stuck but there's no way to tell without pulling it off and seeing what's inside.
I've put a flatbed on it, then I lost the gas cap assembly on some country road so it has a grape juice container with some rubber and a hose clamp to pressure fit right on there as a fuel tank cap. It's still got an open vacuum line tho and the extra line that went to the filler cap is just rerouted back to the tank, so I don't think that should be an issue. The last day I drove it, I drove thru a few big puddles and I was thinking maybe a little water got into the fuel. The sedimentor, well I don't know if it works cause the manual is very vague, but when I tried to drain it, I opened the drain and the vent plug and not a drop of water came out. I don't suppose that could cause no fuel to come out of the injectors unless it has some kind of shut off sensor, or I'm checking it wrong. Really in over my head, please help
