Default Steal or deal? Ecm issues... I need help on this one

Here is the dilema, Im looking into getting a 1999 cummins ext cab long bed not far from me. As the post reads it has about 280k on the clock, an nv 4500, and is 4x4. Paint is shot and interior is lack luster (not a big deal for me). What concerns me is as follows, It is described as have no batteries and no ecm, needless to say it does not run currently. He says its been sitting for a year, who really knows.... My question is this, what should I be looking for as problem signs with the truck. Obvisously see if the motor is siezed vs free and any obvious defects, but i need some real insider advice on this one. Also If i do end up grabbing it what is the likely hood it would actually be limited to an ecm and what would it all intail for a new unit? would i be able to plug and play with a used one, or is it a dealer reflash only item? Or would it just be more of an issue than its worth? He's asking 3000 but based on overall condition hes open to negotiating a price? I dont want to get a truck for a steal then end up putting 3 extra in it just to get it running. Any advice is appreciated.

You can get an ecm off the net all you need is the vin number and they can flash it for you. Check if it has a 53 block. If it is a 53, check if the radiator is full of coolant and check the block for cracks or welds. With it not running and not being able to test the trans/transfer case, I personally would not offer him more than $1500.
