Money Need some advice

I have a 96 Dodge 12 valve with 213K miles and minor mods (cold air, straight TB exhaust) 5 sp. I'm looking to improve milage and towing (6K pound trailer). It runs well with no load on, but has lost some power when towing (especially uphill!). Do I rebuild first or add some more mods and if add ons, what? I live at 9000' in Colorado, but travel all over. Give some ideas. Thanx for any help. -
