Question Wastegate seized

95 6.5 wastegate seized, found the actuator detached and the lever in the 6 o clock position. soaked it several times over two days tried moving it with a long wrench, wont budge.
appears that it's just the shaft and housing holding it by the way its made. Just don't want to break it. anyone??

P.S. The starter stopped engaging all at once, it would just grind VERY loudly.
The bolts were the wrong ones and bent, plus the support bracket was broken.
The drive is a lil sharp and the flexplate is worn.
Was at O'reilly's so I checked... he said the flywheel was $1199.00
I opted to exit the quote on that one and got my other parts.
I checked online and it was $169.99. The starter is $161.99-$193.99 Drive is $104

Flywheel at Global is $34.00 and drive is $16.00 ebay (got from sellers website)
It actually works good with the bolts and bracket in place.
