I have an int.4700 with trouble codes 111& 134,lacks power when cold.

cold start: Check all 8 glow plug resistance with a digital meter. They should read between 3 to 7 ohms or about the same range.
Replace any plugs that are out of range or open circuit.
Check the glow plug cables for loose connections and burnt insulation.
Also check coolant, low coolant can trigger false temperature the coolant sensor(s).
