Default Early 99 turbo boost?

I have an early 99 Powerstroke with a full 4 inch straight pipe, k&n cold air intake, and an edge evolution programmer. With it on the highest setting, 100 hp, it won't boost past 19 psi. What is wrong with it? I've tried unplugging the vacuum hose to the waste gate and it will boost to about 21 with that unplugged and the end plugged with a screw. I ordered a TS chip for it and it wouldn't boost past 14 psi with that installed. Oh, and on stock it will boost to 16 psi.

You need more fuel to build more boost

My truck has plenty of fuel. It blows black smoke like crazy. So it isn't lacking any fuel.

It isn't stock. It has the edge evolution programmer and I've tried a TS 6 pos chip.

the injectors are small, even when using them to the max they don't provide enough fuel to blow a ton of smoke, it might for a second down low the the turbo should be able to clean it up quick. check your turbo to see if its good, if it is start looking for a boost leak.
