Ok well after some messing with the truck I've still got the same issue.
The factory fuel valve was still being used. But I did not take it apart to see if it was shimmed.
Still have the same problem though, I was driving up a steep hill with out a load and I could barley chug up the hill!!!! Good thing there I wasn't towing I'd of been screwed. sooooo any other thoughts?
Thanks for all the help it is very appreciated.

1 of 2 things after market fuel pumps are garbage..they are very unreliable.......#2 the harness to the pump could be shorted.... i just went through this on a 99 gmc van... most parts stores offer an after market pig tail that replaces the factory pig tail that plugs directly into the fuel pump

Thanks guys. I put a fuel rail plug in it and it is running great!! It was draining the rail pressure.

P000f-fuel System Over Pressure Relief Valve Activated

P0087-fuel Rail Pressure Too Low

For now, until it's time for new injectors. Plugging the rail is a BAD idea. That relief valve is there for a reason.
