Very little can be done without spending money. The cheapest upgrade will probably be injectors or an Edge EZ (of course after a pyro, boost, and fuel pressure guage have been installed).

Need more details on the truck - is it a auto/std?? Any tranny upgrades?? Guages??

First to recommend a fuel pressure gauge!!!
I've got injectors, and if I was going to add anything to mine I'd go with a EZ or maybe a smarty programmer.
Then I'd want more air, then bigger injectors, then I'd want to stack boxes, then I'd throw all that stuff away and go with some twins and a built P-Pump..you can see where I'm going with this.
If he's the kind that never quits he's better off to just p-pump the thing, and put twins on it,along with a built transmission.

Just sayin' is all,it will be cheaper in the long run,if that's where he's gonna end up at the end anyways! that way he don't have to unload all that stuff for half price after he's used it for a little while.

Next truck I buy,I'm going to get a 01-02 6speed,and the P-Pump conversion stuff, and a big single turbo, and not bother screwing around with replacing the VP,or screwing around with the lift pumps,or the electrical BS (Cam sensor,AIT,Crank) to hell with all that stuff!

I would like to figure out how to make the cruise work after that...but I think that might just be a dream.

OK-6speed is right,ditch those silly resonator/mufflers.
