How to install governor springs

I ended up going through the side plug, it worked out ok. I also pulled the shims out, and tightened everything down by feel. I went 1 click, plus an additional 4, for my 4ks. The hardest part I had was having my wife watch for the second gov spring to show up in the window as I was turning the engine over by hand...she kept asking me if "that was it?"
I had my tires chocked, and set the tranny in neutral, took my 1/2 in ratchet and put it on one of the harmonic balancer bolts, and used that to turn the engine over. Trying to use the alternator didn't work at all for me, since I don't have enough tension for the belt to hold and turn the motor over. Using a 15mm socket on the harmonic balancer bolts was the easiest way for me to turn it over, laying on my back on the ground, while my wife watched the hole, for the second gov spring to show up. If I ever have to do it again, I'm going to find someone who knows what they're looking for to watch for me though!

I was told to do 60lb springs for 4k gsk? Is this true

yes if you plan on operating above 3200 rpm.
