Default 1996 dodge cummins 12v low power under 2000 rpm

hey guys just bought a nice 1996 dodge cummins 12v with 300000 km on it 1 owner very well taken care of truck. the guy parked it about 5 years ago after it started to lose power. it has a cold air intake, full 4 inch turbo back,not sure what fuel plate but a moded one, bigger injectors , a different wast gate and makes about 40 psi of boost and a south bend clutch. the problem im having is under 2000 rpm theres nothing no smoke of any kinda just glutless untill you get it over 2000 rpm throw the first few gears theres still not a hole lot of power up top untill you get to about 4 gear then she starts to pull pretty good but not like a 12v with these kind's of mods should pull. he has a choke cable sit up to the shut off solenoid to start the truck. idk if that will mess with the lack of power it has im not sure where to start to see whats going on but i think by the no smoke at all its not getting all the fuel it needs let me know what you guys think. thanks

Unhook the choke cable from the shutoff. tip tie the lever in the running pos and take her for a ride, FEEL THE POWER!!!!

yeah sounds like its not turning the fuel on all the way .. any way of getting Fuel pressure #'s ?

just pull the cable an then push up on solenoid to see if it pulls it all the way up.

If he went to a cable setup the same way most of us who have did it, then that solenoid is long gone.
