Default Low Power Issue

It's been doing it for sometime now. If I leave it idle for 15 minutes (starting it after it's sat all night) or drive it around for that much time, it comes out of it. But if I take off right away, it falls on it's face until the turbo spools up. Be good until I hit a stop sign for a minute. Same thing again.

I replaced the rail pressure sensor, the FCA, and the connecting tubes on #3 and #4 cylinders. Idles good, has great power when it's out of it's funk as you will. No white smoke on start up.

BTW, no CEL and no active codes. Only other thing I can think of is another FCA or the temp sensor.
