I never messed with the wiring, but wiring a 7 pin is pretty simple and straightforward. You need a power wire, ground wire, brake control, turn signals, parking lights and brakes. If he ripped everything out you may want to just start over and run your own wiring for power and brake controller. You also don't want to chance something burning up because of his mistakes. It sucks rewiring on the side of the road or riding with the 4 ways on til you can stop. Otherwise, grab a multimeter, have a friend work the turn and stop lights and find the correct wires. You will also have to find where the power wire is shorted out. Can you post any pics of what all he ripped out?

That is crazy, but think of all the time it would take you to rewire/solder all that stuff. The lights don't work on your truck either? I never bought a used vehicle where the previous owner told me the truth so good luck.
