Default Wait to start is staying on forever it seems like

When I turn the key to on I have to wait a good 5-10 seconds before the wait to start goes off. Also the lift pump sounds kind of sluggish when I turn the key to on. It has been sitting quite a bit with out being driven though could that be a part of the problem? -

Block hasn't fully warmed to the higher temps yet (reads from the IAT/MAP sensor), which is why it still kicks on @ 65. -
