Default Power steering gear box replaced truck won't turn.

Okay guys my power steering gear box had formed a leak, I had went and purchased one from an auto parts dealer, replaced filled with oil, started truck turned lock to lock several times, re filled, everything was fine, brakes seemed to be stiff but I thought was air in the system, after returning to the shop I killed the truck, to check the oil, then after startup it wouldn't turn. I tried bleeding the system but didn't work, what else am I missing here? HELP!

pump is probably weak, but theres also a TSB that these pumps need to be vacuumed at 24 inches to pull all the air with a special tool that attaches in place of the res. cap. then started and steering wheel cycled 3 times.
