Default 2004 New to me...needs help

Just bought a 2004 5.9 and it starts and idles fine but when I touch the pedal it revs what seems like to redline and the limiter catches it and it goes up and down, up and down, up and down. I bought it this way so its not a surprise to me but I gotta fix it. Before I take it somewhere are there any things I need to check. I am a long time powerstroke guy (ducks to dodge the rocks being thrown) so i am new to this engine. I am eager to learn about the cummins. Been a long time aircraft mechanic so I should be able to learn my way through this thing in time. Thanks for having me here guys...looking forward to the help.

Pull the injectors and have them bench tested.
Not much need to do any run around and parts swapping bc that is more than likely the issue, or maybe try to run some injectors cleaner or trans fluid through a couple tanks and see if it helps at all

Could be the TPS (Throttle Position Sensor)

Contact Todd at T&C diesel tell him Andy CA sent you! Could be a PRV or CP3 issue! Google him!
