Turbo Problem?

Turbo Problem?
I just bought a 98 dodge 24 valve diesel. I love it but have one concern. It seems only to be when its cold, I'll lay into it and it bogs, with lack of power. At first I thought it was the trany, and then I thought it was a fuel issue which it still may be, dout it but I noticed the turbo not running, I couldnt here it whistlin. The guy I bought it from went through a couple turbos and then this ones Brand New. Im sure because of what Im experiencing, But It seems like after a couple of miles of warm up it goes away. Pretty sure the turbos fine. Seems minor, Help Me Out!!!!!! Please Thanks

I'm fairly certain it is all stock. It would slowly and slugishly excelerate, but once it hits about 2300 RPM the turbo kicks in and takes off like there was never a problem

Probably not the same issue Mine kinda did this a while back turned out it was the map sensor giving a low boost signal but I had a code. It would throw me into kind of a "limp" mode till it saw more boost than it would spool up and take off. It was weird. Is your check engine light on or burnt out? Wait where are you from? Mine was a 98 24v that I sold to someone else.

No real Turbo Spool
