Default grid heater question

i just got another cummins. 99 3500 drw. it is a disaster! the grid heater is un hooked and im trying to figure out why...on the heater is there supposed to be 2 heating elements? it looks as if one has been removed. how much can i expect to pay for one and does anyone have one they are selling? what years will interchange. thanks in advance.

theres a bunch on ebay for around $50 bucks. 98.5-02 are the same, and the 94-98 12v's might also be the same.

i just ordered one off ebay. i hope its ok. new price was $91 from central power in springfield mo. central power in kansas city saved me a fortune on my last 2nd gen. almost half price what dealer was askin.
