Transfer pressure? Power to VP44? Codes?

I would certainly check fuel pressure. Also since you put in a new pump I would check all the electrical connections. It could have started once by chance on bad connection. Its not likely but these things happens. Sometimes the biggest problems are the simplest mistakes.

try replacing the lift pump and fuel filter and start the truck by spraying brake cleaner into the turbo

I am having similar issue... have IIS hr vp44 that is brand new, raptor 150. my issue seems to be that im getting fuel at the vp bleeder but not to my engine. have power at vp harness, cleared codes from old vp44 that died and none have returned... seems as though I could be getting air in somehow?

I still havent tested lp pressure, and I understand the importance of that, however I think I am having a separate issue. I have checked all plugs and lines and everything checks out ok. How easy is it to indtall this pump out of time. I help my mechanic set it and it seemed fine though. Thats the 3rd time I pulled it trying to solve this issue.

When trying to start the truck it tries to run but just doesnt crack off like a cummins. The motor shakes and exaust smokes but the motor is super quiet and petal has no responce?

This has gone on way too long and I am short money and hopfully with some wise words of wisdom I wont have to go to dodge

Lp is putting out 12-15 steady. Also bled lines again had tons of fuel to injectors. What to do now?

well, dont go to dodge. I am new here but I've been running cummins for years. I'm sure everybody here with all our experience will help you out.

as for my 2 cents, have you PHYSICALLY RESET your apps? Just because it is new doesnt mean it is caliberated... and I don't mean unplugging batteries (that resets ecm, not apps). Your apps voltage should read .502 if you probe orange wire w/ blue tracer coming off the plug on the firewall (passenger side)... try that. And don't feel too bad my truck has been out of service for the longest in the 5 years I've owned it, and that is now 2 weeks

CORRECTION, you have a 99, your voltage might be a bit higher... also, are you throwing any codes? that can also be key information.
