Truck is NOT the one in my sig. Truck is 1998.5 24v. Injection pump is 1 yr. old. Stock replacement lift pump is 3 months old. Has gauges. Has Edge Easy. Just turned 16 yr. olds truck. He was driving here and there most of the day. Put fuel in the truck. About 20 miles later truck coughed. Then drove for about a minute and the truck died and wouldnt restart. He replaced fuel filter still no start. Cracked injector lines to bleed air, still no start. Every once in a while, while cranking it will sound like it wants to start, but wont. Lift pump runs for 25 seconds after bumping starter, and fuel pressure goes up to 14 until lift pump stops, then pressure goes back down to 0.
My questions are... Isnt pressure supposed to stay up? And how much fuel should come out of the injector lines when they are cracked all the way open? Does anybody have any ideas why truck wont start?

No, fuel pressure will bleed off as there is a small hole in the overflow valve, which is located in the fuel return banjo fitting.
And how much fuel should come out of the injector lines when they are cracked all the way open?
Quite a bit of fuel should be coming out if you have the line completely off.
Does anybody have any ideas why truck wont start?
Any codes in the truck? All fuses and relays are good?

Did unhook batteries for about 30 min. to try to reset apps. Would doing this delete the codes or would they still show up?

We didnt get any codes. I switched fuel relay and horn relay. All other fuses looked good

Will the IP still push out a good stream of fuel even if its bad?

The VP44 may still dribble out some fuel if it is bad. If it is bad, it won't be enough to start or run on. Being electronically controlled, the mechanics will work but the "brain" may not be telling it to fuel.

Any other ideas before we go lookin for a new IP? Hate to spend $1000+ on an IP and it end up not being the problem.

I would at least remove and inspect the over flow valve, and probably change it out any way. I think they are about $30, and could be the problem.

Check crank sensor too.... one other thing if you have cranked that truck for a long time and drained the battery your ecm will freak and throw all kinda codes... just a thought. Good luck man.
