Default charging problems

gentelmen, i have a electrical problem on my 99 cummins. when you start it up any time the voltage meter goes down in stead of up around 14v. I have put in new Battiers and altornator and now its still the same way but when it comes up, it gos past 14v witch is not that big of a deal i think just never seen it do that before. could this be a regulator or what could it be. any one had this problem before.

also i have been looking around on the internet and mabe its the PCM

Does the voltmeter go up and then down back and forth on start up or just stay down. If it cycles up and down its the relay for the heater grid pulling alot of amps and loads the alternator down and this is normal until the truck is warm if it just stays down then a different problem and yes could be the pcm or a relay for the charging system.

myn goes a little past the 14v mark but it aint hurt anything i think that is normal

well the gage on start up will go down all the way and stay for a while. once it comes up it dose go up & down but the in take heater should not pull it plum past the first line form 14v. some times when you rev it up before it makes its way up slowly to 14v it dose the same voltage drop. (im about to sell it) and buy 03

Mine drops quite a bit down past 13 anyways and then back up to above 14 and back and forth until the truck reaches a certain engine temp or road speed. Here is a link on the heater grid system not sure if it will help you or not but im thinkin this is what you are experiencing. And btw the 03's have the same heater grid system on them.
