Default *Please Help* Only Runs with PCM Unhooked

Okay so a buddy of mine has a 00' dodge ram 3500 5.9 24v
An it's got some problems he doesn't have any money to have them fixed so I'm debating on buying it an fixing it but we have no idea what exactly is wrong

The only way you can drive the truck right now, is if you unplug the PCM an leave it unplugged.
It has a black wire supposedly going to the injection pump than he had to put a "jumper" wire in and if you undo the wires an plug the PCM back in it will run but it has like a 1k rev limiter and won't rev out an spits an sputters. But as soon as you touch the wires back together it will kill the truck.

The wires going to the injection pump that he spliced the jumper wire into also have some cut wires in the same harness I'm not sure if he cut them when messing with the truck or the owner before him.

He just bought the truck an spent all his money on it an just got layed off so he doesn't have any money to have it fixed an he said it started dieing an not running after he put a new taillight assembly on. So I'm wondering if it's maybe just a wire grounding out an needs some wiring redone
I'm debating on getting the truck an having it fixed if it's something not to major and not gonna cost much.

I know it's confusing, I tried to explain it best I can. Any and all help an advice is appreciated!
Thanks

I think you should have your ecm and pcm reprogramed and also sounds like you need a new wiring harness.

Do you get power when the computers are plugged in? If so try to see if it will throw any codes. That might guide you in the right direction.

I read the codes by turning the Key OFF and ON 3 times and only 1 code came up.
P 1693. Which I looked it up an it says that code means there are several more codes.

Ya the truck is drivable when the computer(passenger side firewall) is unhooked.
I'll try to post pics of the wiring in a lil bit, can't do it on my phone.
It's really confusing and hard to explain but, if the computer is hooked up and the jumper wire they spliced into the wires going to the injection pump either "is" or "isn't" hooked up then the truck is governed to like 1k rpm an starts spittin an sputtering. But when the computer is unhooked it/ kinda drive able "Kinda"
