Default new vp44 still getting p1689 code..help

i bought a 01 cummins and it was getting the 1689 code. i replaced the ip and put a airdog 150 on it and it is still getting the the code. i have also cleaned all the body grounds except the block grounds and put new battery terminals on the cables. some of the cables had a little green in them but it wasnt bad so i didnt replace them. previous owner yold me ecm was bad. the truck was cutting out like it was getting dead pedal before i put the on ip but i havent drove it enough to see if it is still doing it. i have cleared the code with my scanner 3 times. when i start the truck it revs to 1200rpm real quick and drops down to 800 then the check engine light comes on with the 1689 code.

How about the wiring between the ECM and VP44?

The white wire was cut and had a wire coming off of it with a female connector for some reason. I took that wire off and used a connector to put it back together. Other than that the wiring looks good. I tested them and all tested good from what i understand from mopar1973's ecm testing procedure to test the wires.

Could it be the relay even though i swapped it with the wiper one and it still runs?

At this point I am suspicious of two things.
1, the white wire still has an one in it. Soldering and heat shrink is the best repair.
2, ECU is damaged from whatever was done by the previous owner.

I was thinking maybe the wire that was spliced off the white wire grounded out on something and fried the module on vp44 or ecm. I will solder it the white wire back together.
