Are you sure its not your intake heater going off and on constantly? mine dose this when warming up ect... just see if one of the relays on your driver side fender well or wherever you put one on a chevy.

I had that problem with mine i just put a quality relay on it so the regulator would only be on when the ignition was on,and when mine was surging it turned out to be a bad crimp on a connector making a poor connection.what voltage regulator did you go with?

I haven't had time to mess with it. but I am going to try and just take a piece of wire and jump straight from battery negative straight to the alternator and see if it stops. the regulator is a factory mopar replacement

well I did some testing and ran a wire directly from the negative battery post to the case of the regulator and nothing changed I than swapped it over the the positive post and touched it to the post that the key on power goes to and I stops flickering. when I checked the voltage when it was flickering it was going from 13.5-14.5 as soon as I touched positive wire on it the power stayed constant at about 14.5v so I am confused its like the regulator is working "kind of"?

Sounds like you have a bad connection in the positive side between the regulator and battery/alternator
