Default no power and hard starting

I have to tell story so maybee i can help somone in the future. I bought a 12 valve as a project it has a supper b turbo and apeared to be stock otherwise. so i got advice and grownd fuel plate to a 100 it ran better but still not right. so the next advise was sliped timing so i bought a timing kit and proceded to set timing, what a pain! by now i have been messing with truck for a month in spare time. i think im in the clear take for test ride and it is still flat no power but no smoke. I sit down and have a beer and wonder what im missing. I now start going over everything i can thinkoff. i notice that the fuel cutoff cylinoid is not all the way oapen and bam after i manualy turn arm the truck runs like a raped ape. i feel stupid for how long i looked for problem so anybody that has a 12 valve with slugish power check your fuel shutdoun arm. long story short always look for the simple!
